reply from HAD 20260731 on lok lo ha village issue

  • Dated 4, 10, 11, 16, 17 and 22 June (two emails) and 7 July 2026 to Sha Tin District Office (STDO), 
  • emails dated 21 June, and 4 and 15 July 2026 to the Home Affairs Department (HAD), 
  • emails dated 7 and 12 July 2026 to the Chief Secretary for Administration’s Office and HAD, and 
  • an email dated 4, 16 and 25 July 2026 to HAD and STDO, regarding issues at Lok Lo Ha Village.  
  • Further to our interim reply of 11, 16 and 30 June, and 15 and 27 July 2026, the response from the STDO is set out below.

1. Drainage issue 

near lamppost no. BE2197 mentioned in your email of 11 June and 7 July 2026 (2239 hrs), 

the Drainage Services Department (DSD), 

the Highways Department (HyD) and 

STDO will continue to monitor the situation and take necessary action where appropriate.  

Your suggestion is noted and has been forwarded for DSD and HyD’s reference and consideration.

Pls note that there is an big area of slit at the back of house as shown in the picture below if any land slide occurred in this rainly season life threatening event is expected

 


As for the drainage issue near lamppost no. BE2204 

raised in your email dated 11 and 16 June 2026, the case has been referred to 
HyD and DSD for follow-up action.  
We note that HyD will enhanced the inspection and clearance to the open u-channel and catchpit while 
DSD is following up on the connecting underground drain pipe.

I understood DSD was the sole responsible Dept for the clearance of road side u channel, pumping out extra rain water as well as cleaning of under gd pipe if HYD is involved pls ask them to show up asap.

2. Regarding the mud on the footpath connecting 

Ho Tung Lau to Chun King Road/Tai Po Road dated 11 and 22 June (2201 hrs), 4 July (1806 hrs) and 12 July 2026, the case has been referred to FEHD and HyD.  

We note that HyD plans to apply hard surface protection on the bare surface of slope no. 7SE-A/C220
 as preventive measure to avoid loose soil falling onto the concerned footpath.  

We also note that LandsD will arrange clearance at the u-channel concerned at slope no. 7SE-A/CR61.

WE have seen some activity in the site in the last week and hope HYD will complete their work asap, 

For LANDs department they never show up to clean the u channel below the slope 7SE-A/CR61

AS HAD is the coordinator of such problem pls show up to supervise depts to complete their works in due course esp this rainly season.

3. About the land behind lamppost no. 2200 

mentioned in your email dated 21 June 2026, the case has been referred to LandsD.

I have never seen any activity of Lands D in the last six months may Director of LANDS take action asap.

4. The visit 
dated 4/6/26 is intended for direct discussion on-site, and relevant record, if any, will be shared among attendees.

WE have never seen any record posted

5.Concerning the waste matters reported near Ho Tung Lau the case has been referred to the Lands Department (LandsD) and the Food and Environmental Hygiene Department (FEHD).

Mud and waste still occupying gov land and hinder local villager to access the notice board.

6. Flooding issue near House No. 87A to 87F

Pls kindly provide an update of plan of design so that our resident can show their endorsement asap we have a expert in such issues can give views on your plan


7. how about the repair works of walking path from LP BE2197 to ho tung lau signpost
